The evidence seems to lead to Chong (Bolo Yeung), a serial killer on the loose who is thus arrested. Chong, however, is escape done by men of his brother, a wealthy crime lord of San Francisco's Chinatown. Cops Richards and Masterson chase him but are captured by two criminals and their followers. The Masterson is locked in a cell, while Richards is forced to participate in a strange martial arts tournament held in the underground city.
