This is a numbered plate block of 4 stamps as pictured. Issued on February 8, 1960 to commemorate the 50th anniversary of the Boy Scouts of America. Stamp designer Norman Rockwell was a tremendously popular artist whose work was most commonly featured on the cover of the Saturday Evening Post and Boys Life. The stamp design pictures 14-year-old Thornton Percival in a Scout uniform, giving the three-fingered Scout Salute.
