Work piece ‘Must’ be properly supported with a proper bench block that prevents the piece from shifting as well as having a hole to allow the pin to exit through. For smaller punches, basically, you’ll need to use a softer head mallet, and tap on the punch in line with the pin. If you’ll have to hammer hard on it to get pins moving, we would suggest you try some WD40 to loosen the pins up first.
