The rubber gaskets are soft-ish material that goes underneath the hard plastic nozzles themselves sandwiched between the hood and the nozzles. They serve two purposes, the first is to stop the nozzle from strtching your paint and the second one, more importantly, is to help keep the nozzles from moving around. The metal piece is a tool to adjust the nozzle spray angle from the front. It fits into the slot where the washer fluid sprays out from.
